CGLA Board Meeting February 7, 2007

Welcome

President Kim Wallace welcomed everyone to the February General Board meeting.

Introductions

Members of the Executive Committee were introduced.

Introduction of Delegates & Guests

Rob Singer from new club Colorado Academy introduced himself. There were 16 clubs represented for voting purposes. Each person in attendance introduced themselves.

Vote on Delegates

The CGLA by-laws require an annual vote of delegates. There was a motion to approval all delegates. The vote was passed by a majority.

Board Minutes

There was a unanimous vote to approve the November 14, 2006 Board Minutes.

Vote on Fees for 4 th Grade Teams

There was a vote at the November Board meeting to increase the fees to $500 per team for 5 th through 8 th grade teams. There was a question at that time of how much to increase the fees for 4 th grade teams and a discussion was opened. James Berem proposed that the total increase be split in half. Cindy Woodman and David Corral proposed that the fees remain the same because the team fees are spread among fewer girls. There was a question and clarification about what team fees covered. Les Snively made a motion to leave the fees at $415 for 4 th grade. The vote was passed by a majority.

4 th Grade Level Playing Fields

Kate, Kim and Hillary offered clarification on how fields need to be lined for 4 th grade play. Flat cones and tape can be used for the proper field markings. There was a suggestion to develop a kit that could be sold to 4 th grade teams that would easily convert a full field to a half field. If a properly lined field is not available, the game will not be played and the officials have been notified as such.

Sportsmanship Cards

This was a pilot program last year that is mandatory this year. Each team needs to have a sideline manager present for each game. The job description of the sideline manager was made available at the meeting and Kate suggested that each team laminate a copy. Game Cancellations

It is the home team's responsibility to contact the officials in the event of cancellations. Please let the officials know the night before if possible. If no cancellation notice is provided, the home team will be responsible for payment to officials. If you have trouble contacting an official, contact Kim Wallace who will be scheduling the officials and she can provide contact information.

Commitment to Travel

There were some issues last year with teams not willing to travel to play games. Kim reminded people that all the teams will be required to travel and electing not to play a game because of travel time is not acceptable. Kim reminded people that often the officials have to travel for games also. She also addressed they will try to get officials to all locations.

Fundraising Report

Wendy reported her primary role is fundraising. The profits from fundraising were $4,000 in 2005 & $5,500 in 2006. This year she hopes to raise even more. Please let your coaches know to remind their players that merchandise will be available at CGLA events, including the CGLA Free Clinic in Denver, so players come prepared with money. Cindy Woodman suggested Angie e-mail a reminder to coaches prior to events that merchandise will be available.

Wendy also reminded people she is looking for a replacement and will be available to train that person so it would be great for someone to step up soon.

Registration Fees

James Berem reminded people that fees are due by February 24 th and should be sent to him. He thanked those clubs who have already sent in their fees.

Officiating Update

Hillary Patterson talked about the new rule book. When you register with US Lacrosse, they will send you a rule book corresponding to which level you specify.

She also reminded people about the following new and existing rules:

Flags and Cones - Flat cones should be used.

Substitution Area - All substitutions have to be done through the substation box.

Goalie Padding - Goalies must have thigh and shin padding.

Mouth Pieces - Mouth pieces must cover all the teeth and can't be cut to short. Mouth guards cannot be clear or white.

Uniforms - There are specific height requirements for numbers on uniforms. Check the information Hillary passed out for more information.

Approaching Officials - Coaches should approach officials for questions or clarification before the game, at half time or during time outs.

Draw - If a ball goes out of bounds on a draw and no team has possession, a timeout is taken and there is a new draw. If there is an illegal draw and the official cannot determine who is at fault, there will be a redraw. There will no longer be a toss.

4 th Yellow Card - On the 4 th yellow or red card and thereafter that is given to a team during a game there can be no substitute for three minutes of play. This rule applies to all levels.

Players - If you have 12 eligible players, they must be on the field when play starts.

4 th Grade Fields - 4 th grade fields must be properly lined.

3 Seconds - 3 seconds in the arc and 3 seconds closely guarded are different violations and she clarified the difference between the two rules.

Hillary will be at the coaches meeting in February to provide more information on rules to the coaches.

Hillary reminded people that for $25 officials will come to a team, club, parent group, etc. and provide rules information and clarifications. You can contact Hillary directly at www.pattersh@comcast.net or find more information at www.clwoa.com.

Hillary reminded people that sportsmanship cards are mandatory this year. The handout has more information. It is the responsibility of both coaches to ensure they have a sideline manager to manage that all fans and coaches are acting in accordance with the code of conduct. Please have your coaches address this early in the season.

Directory Update

Angie Flachman will e-mail all existing contact, field and website information to admins and delegates within the next few weeks. Please update it with what you know and return it to her. She reminded people that there is sometimes a week or two lag time between sending updates to her and having them posted on the website.

She is looking for a replacement and will be available to help and train someone indefinitely.

CGLA Free Clinics

Kate Dresher reminded people about the two free clinics. Please let your kids know about this great opportunity. All the information is on www.cglax.com .

Coaches Clinics

February 28 th is the CGLA Coaches Clinic at the Denver School of Science & Technology from 6 to 9 p.m. There is no cost for coaches to attend this clinic.

March 3 rd is the US Lacrosse Level I Certification program at DSST. Coaches need to register right away and registration is only online. A minimum of 50 registrations are needed within the next two weeks to ensure it is not cancelled. The CGLA will reimburse each team $25 per coach that registers.

Game Scheduling

Steve Cordrey provided an update on the new online process for game scheduling. There is a handout with instructions for the process. Each admin will receive a logon and password within the next two days. The tournament will also be scheduled through the software.

Officials and Kate are good resources for determining if teams should be at the Gold or Silver level.

Please submit as much preliminary information as soon as possible. All the administrative information needs to be completed by February 24. Final field schedule will be done by March 30 or sooner depending on how field permits are issued.

There was a discussion on the number of high school and college games that will happen on Saturdays. Steve encouraged people to structure their schedule so the older grade level teams happen later in the day when there are more officiating resources available.

May 12 th Games

There will be no games on May 12 th because of the women's club tournament there will be no officials available. All games will be played on May 13 th and will be played at Dicks Sporting Goods Park in Commerce City. A discussion was raised about playing on Mother's Day Sunday and solutions to play a game another day. Kate will explore if there is another alternative. One suggestion was double-headers on the previous Saturday.

Team Registrations & Divisions

Kate listed the teams who have let her know how many teams they will have. She needs to have the missing information by Friday.

There is no longer a novice division. New clubs should play in the silver division.

Player Waiver & Declaration Forms

If a player is moving to a different club a release needs to be completed and submitted. The release is available on the website.

8 th Grade Pilot

We have been invited by US Lacrosse to participate in a pilot program that would allow checking at the 8 th grade level. In order to participate, each 8 th grade coach must be Level One Certified and attend a checking portion at the clinic on March 3 rd . There is also a reporting process that has to happen at the end of the season. A discussion followed on the benefits and challenges of participating in the program. A motion was made that we not participate in the US Lacrosse pilot program. 13 were in favor, 1 was opposed, 1 abstained. The motion was passed by majority vote.

Modified Checking

There is a need to vote if we want to implement modified checking below the 7 th grade level. A discussion followed on the benefits or challenges of allowing modified checking at younger age levels. There was a motion on the table to have modified checking at the 5 th grade level and above. The vote was 3 in favor, 12 opposed & 3 abstained. The motion was opposed by majority vote.

Another motion was made to allow modified checking at the 6 th grade gold level. The vote was 9 in favor, 2 opposed & 6 abstained. The motion was passed by majority vote.

DU Home Opener

Friday, February 16 th 4 pm there is a game at DU. DU vs. Duke will be their home opener and there will be a good representation of Colorado girls that have played through the youth program. Once provided to Kate, this information can be posted to the website.

2007 Rules

The 2007 Rules will have to be modified to reflect the rules changes made at this meeting. A code of conduct was added to the end of the rules. Verbiage was added about a violating the code of conduct.

End of Season Festival

The CGLA end of Season Festival will be May 19 & 20 at Cornerstone.

US Lacrosse Membership

Kate issued a reminder that all players must be US Lacrosse members. Please be aware that the youth membership will increase to $25 in July 2007.

Santa Fe

Santa Fe is starting a program and will be in Colorado April 21 & 21. If you are interested in playing additional games, please contact Marc Luckett who will be coordinating.

Rosters

Please make sure your coaches have a completed standardized roster form at each game. Coaches should exchange rosters prior to each game. Forms are available on the website.

6 th Grade All-Stars

Kate reported the program is doing well however 4 coaches are needed. Please have interested parties contact Kate.

Field Set Up

There is a field set up guide on the website under administrator forms. Use this to help you set up your fields.

National Convention

Kate reports that the 2007 National Convention was a great success. Handouts from the convention will be available at the coaches meeting in February.

New Clubs

Kate welcomed new clubs, CA & the Spartans. She requested a club serve as a mentor for the new clubs. Marc Luckett graciously volunteered to serve as a mentor for both clubs.

Spring Fling

The Spring Fling will be a half field 7 v 7 at Lorenz field on March 17th. It will be scrimmage format. Kate will put out a flyer with more information.

Youth Official Training

The Spring Fling will be a working training session for new officials.

Official Voucher Payment System

The official voucher payment system will be the same as last year. Please remind your coaches they need to sign the vouchers for the officials before each game.

Team Vail

There will be a new offering for girls who do not make Team Colorado to play in the Vail tournament. Kate will have more information later.
